Disturbing the peace with an alarm clock?

My son, his wife, and my grandson have lived in an apartment for almost a year and a half. Four days ago a new tenant moved in above them. In those four days this tenant has called the police twice because my son's alarm clock woke him up in the morning. There is now a formal complaint registered against my son because of his alarm clock. It isn't a large stereo, it a simple Sony alarm clock/radio. I have contacted the police department and they have chosen not to respond to me. Does my son have any rights in this matter? Can this person just continue to cause him grief simply because he is a VERY light sleeper? Don't the police and courts have anything better to do with their time than harrass people over something as petty as an alarm clock? Where do we turn and what do we do?

Your son has not had any of his rights violated. His best action is to turn his alarm clock radio down. Clearly the police are not worried about this since they are not going to respond. You son should handle this matter on his own and try to make peace with the light-sleeping neighbor.
