would saying that spanish sounds like jibberish to me be discrimination or harrassment?

No. Actionable discrimination requires discrimination by a supervisor or employer against some one; which discrimination is applied to all people of the protected group.
Even if the supervisor said to all spanish speakers that "it sounds like gibberish to me" - that is not discrimination; that is only an opinion. Discrimination requires a specific action which adversely affects the other person, such as lower pay; inferior working conditions for that other person; or intentional harassment.
