basically my brother who is my business partner hasn't paid our company income taxes for two years without my knowledge, the IRS has froze my bank accounts and my brother won't commincate with me. I know he has important information in his email account but I want to know if I was able to get in his account without him knowing whether I would go to court over this when he has purposely got me in debt for almost half a million dollars.

Unauthorized access to someone else's email account (or other computer data) is a crime in most states. It's probably a crime in all of them. I don't know about Utah in particular, but I see no reason to believe it hasn't criminalized this conduct.
I empathize with your plight. But having reasons to *want* to see your brother's email account does not give you the right to do it.
The only way to get access to his accounts is through a court order, which would entail the filing of a lawsuit against your brother. You may have several causes of action, but I would need more information about your partnership/company.
