Legal Question in Technology Law in Utah
I recently paid a web development/design company approximately $5,000 to re-design/develop an existing website. They promised that it would be done within 4-6 weeks, and now it has been 14 weeks, and nothing is done. I have contacted them numerous times, and they keep giving me empty promises about how they will finish the site within a few days, and how things have been completed that were never completed. I asked numerous times for a refund and today, I finally talked to a manager who said that they would only give me back 50% of my money, and they would keep the other 50% because the contract did not allow for any refunds. I never signed a contract, I only recieved a work order over email. What are my options?

The only option you have at this point is to sue the web developer for a return of your money.
