With Life, Liberity and the persuit of Happiness as a basic truth in the D.I., Why isn't the taking of a life NOT a Federal crime?

The Declaration of Independence is a statement of ideals. The Constitution is the law of the land. It permits the states to define and punish crimes that do not have an interstate component. So, the states define what is murder, manslaughter etc...
