The phrase "public event" generally means an event is open to the public, not that it is owned or controlled by the public. Instead, such events are generally controlled by their organizers and/or the owners of the premises where they are held. In most situations, the owners and organizers can regulate what attendees do. That includes a ban on photography or filming.
