Painting contracor refuses to complete job

College Works Painting has taken over a month to complete the prep job. The contractor today said he was finished with the prep (He had no comment to why paint would stick to a house with six inch strips of paint that could be peeled off with my fingers). He refused to go around to the back of the house to see the loose paint that I could remove with my finger. The supervisor has recommended that I use another painter as I have ''unreasonable expectations'', and refused to come out to meet with me and see the job.

I signed a contract that stipulates arbitration in Orange County with equal cost to each party.

Is it reasonable to assume that I can hire another painter and legally deduct his bill from College Works?

Is there a rough estimate for an attorney in Salt Lake City to read the contract and a single page statement of the facts to advise a course of action? (Perhaps I need to wait to see what College Works does first).
