Legal Question in Consumer Law in Utah
If I have not taken a car off the lot yet, no money has changed hands, the expectation was set that we were only filling out paperwork to get approval on financing options, and I call the sales person within 24 hours and rescind, it is lawful for them to process a payment from my debit card 3 weeks before the date agreed upon (in the financing contract)?

Without reading the forms you signed there is no way to ascertain what your obligation is. If your signed a state approved purchase form you may be obligated. If you signed only applications for financing you are probably not obligated. You should take the documents to an attorney.
