City's responsibility to provide culinary water access

Does a city have a leagal obligation to provide access to the city's culinary water source. Our city is well established and we are building a new home on a lot in an older part of town. The city is requiring us to dig accross the road and find and connect to the main water line and bring it in to our lot. This has never been done before even our contrators have admitted this is the first time they have ever had to do this and they have built in this sanme area for years. The city charged us $3190.00 for a water impact fee and they do nothing but provide a water meter which we also paid $250 for.

Is there anything we can do?

The city must treat you the same as other residents. You will need to find other people who have built under similar circumstances and find out how they were treated. It is not uncommon for city administrators to attempt to charge improper fees. The information you get will probably determine the outcome. Be polite, but firm. You may have to take the issue to the City manager and/or city council.
