can a furniture store legally charge and keep 25% of a purchase priced item on what they call special order items if the customer is not fully satisfied with the item or changes there mind about the item due to situations out of there control and the customer just wants to exchange the item for something else or get a refund? The furniture item has not even left there warehouse and they will not let me exchange the item for something else but says they will automatically charge me 25% restocking fee just for changing my mind. Are there maximum allowable fees such as these in the state of Utah?

It depends on the agreement you signed with the store, or their public policies, such as signs etc.
