DMV Fraud
I paid to have my car registered in Utah at the DMV, and in a recent traffic stop I found that even though I paid and got new tags my car is still not registered in the state of Utah. Do I have any legal recourse against the DMV for fraud (charging me without providing the full service), and can it be pursued in small claims court?

You do not have recourse against the DMV for their mistakes. However, if you go to them with your paperwork, they should be able to cure the problem. Then take the corrected paperwork to the court and explain what happened and have the papers for the court to review. The court will probably dismiss any citation.
The legal doctrine of soverign immunity means that the government is not liable for its own mistakes, when conducting its assigned duties. Registration of vehicles is such a duty.
