Ecommerce Offer-Acceptance Contract Law

I am hosting a website where 2 parties are coming together to form a contract. These two parties may be outside of the state of UTAH, however, I would like UTAH state law to apply to the contract. If the web-server is hosted in UTAH, and the Offeror learns of acceptance at the website (that is located in UTAH) Does ecommerce support that UTAH law applies?

Secondly, my understanding is that acceptance occurs where the Offeree sends acceptance. Does this mean that where the Offeror physically is, or where the server physically is (because the Offeror will learn of acceptance at the website)?

You can include contract terms to make Utah law the applicable law, and to specify that some locus in Utah is the locus for enforcement (ie, Salt Lake City, Utah). You can also specify how acceptance is made, ie effective on receipt by xxxx, rather than effective on execution.
