Is there a federal law stating the consumer has three days to back out of a sale?

You have 3 days to rescind a purchase if the seller comes to you to make the sale. So the vacuum cleaner salesman that comes to your house must give you 3 days to rescind. If you go to a store and buy a vacuum, you do not get the 3 days.
