Legal Question in Consumer Law in Utah
With holding water service
We purchased a lot to build a cabin on, we requested our water hook up on July 21. The water company is privately held but has an agreement with the city to provide water to all residence of the developement. We were told we could not get our water hooked up until they had implemented a pricing increase at the end of August. This pricing increase has to go through the county commission for approval. Can the water company make us wait and then charge us the higher rate? The increase is substantial from $750 to $2250.

I would document your request by sending a certified letter (cc: to your attorney and the city water office), and then demand the old pricing.
If they refuse, I would sue for a refund in small claims court.
