Collection Agency vs Judges ruling

A Decree of Divorce names respondent (Chad) as fully responsible for a debt owed.

TIC Co. writes letter stating the wife (Cindy)has been taken off the account and Chad is responsible for debt.

He doesn't pay.

It goes to collection. Collection Agency says they cannot collect from Chad therefore Cindy is now reponsible for the bill stating that collection agencies in Utah do not have to abide by a divorce decree. They state that Cindy is on the orginal contract therefore she is responsible for the bill. They continue the harrasement.

Is Cindy responsible for the unpaid bill?

Cindy is reponsible, but Chad is under court order to pay the debt, so Cindy can sue Chad for the amount of the bill, plus interest and attorney fees. She can also haul Chad back into court for contempt of the order for him to pay the bills.
