Legal Question in Credit and Debt Law in Utah
Using my credit card to purchase goods for another person
If I used my credit card to purchase goods for someone, and that person said they would repay me, is there any legal action that I can take if they later are not able, or are refusing to repay the debt?

Sue them. Oral agreements are enforcable.
