debt collection for 7 year old hospital bill

If a vehicle has two seperate individuals on the title as the owners, can a collection company repo that vehicle if the debt they are collecting on is 7 years old and only in one of the vehicle owners names?

Yes as long as the title is in the name of one of the debtors.
