Can a debt collector try to collect on a debt that was charged off 12 yrs ago when i lived in another state of Nv when the credit card contract was originially made and fell into default. I just received a collection letter from a secondary party asking for settlement. Am i obligated to this debt after all these years?

The state in which the debt originated establishes the statute of limitations. Most states have statutes of limitations less than 12 years. That does not mean that a collector cannot buy a delinquent debt and still try to collect. However, if you get sued you can point out the statute of limitations to the court and avoid a judgment.
You can also point out the statute issue to the collector, perhaps he will drop the case.
