define collection harassment

I owe money on a credit card, I have set up a number of payments, but the credit card company keeps calling, is this legal?

Yes until the debt is paid. The owner of a debt, ie the credit card company is not bound by the Fair Debt Collection Practices Act, which applies only to collection agencies and attorneys.
