Found Money order

I found a money order (no attached paperwork, stapled to the front? of a blank envelope with no postage, name, or address) in an alley at work the other day. It is completely blank except for the dollar amount. I have been told that those are like gift certificates, and are to be treated like cash, that since the money order was blank, that there is nothing anyone can do about it. Where does the law stand if the money order is cashed? Can I go to jail for cashing it?

Contact the issuing financial institution whose name is on the MO. They can find the rightful owner. Because you are not the rightful owner, if you cash it you can be prosecuted. Do the right thing and return it.
