Going to jail for not paying a bill

I have seen that you cant go to jail for not paying a bill but my wife had a unpaid utility bill and they sent her papers saying there is a judgement against her to be at court on this day... I said dont worry about it we will pay it when we can. About a week after the court date a cop showed up and arrested her on a 500.00 dollar cash only warrent for not going to court.. is that legal??

Yes. If you are ordered to appear at court and do not do so, you can be arrested.
