If two people are getting married and one has a lower credit score and some past debt. Will the other person be responsible for the other person's past debts?

Not directly, but if they create a joint checking account then a creditor who gets a judgment can garnish the joint account. Before you get married you should resolve any significant outstanding debt. The number 1 reason for divorce is financial problems. If you want a successful marriage, solve the debt problems first. Do not succumb to the idea that two can live cheaper than one - take care of the debt then get married. You both need to know that both of you can be financially responsible. If you do not take this advice, keep my name handy for the divorce.
