Legal Question in Credit and Debt Law in Utah

I received a bill for $1,900 from the city utility company today. (Dated due today as well!) The attached letter informed me that they had made a billing error for services rendered at my home over the past 6 years. As a small business owner, I know I would have to eat a mistake such as this. However, this is the city I am dealing with and I am wondering if there is any chance of a resolution in my favor.
