Refusal to accept partial payment
I am attempting to make partial payment on my past due cell phone account. I was told by a company representative that they will not accept a partial payment toward the past due amount. Past due amounts are to be paid in full only. I have been told that if a company does not accept a payment, partial or full, the past due portion of the bill for which the payment is intended is then considered paid or no longer owing. This does not apply to any current and subsequent charges. Is this true and, if so, how do I get it enforced?

Send the phone company your partial payment by check or money order, with a note that the amount is to be applied to the principal. Make sure you keep a copy. Cell companies are notorious for their lousy accounting of monies paid. If service is discontinued they do not have to resume it until you are current. There is no such law that you described. You buy, you use, you pay.
