Legal Question in Credit and Debt Law in Utah

I was on unemployment and was unemployed for 9 mo and got in the habit of answering the questions the same and didn't realize it and now I owe them 8000 and a penalty of the same amount and I made payment arrangements but they are saying they will put a lein and take my state and federal taxes can they take my federal if I am making my payments as promised

They can take any tax refunds you might receive.
