unfair billing

is it legal to charge interest on hospital bills in the state of Utah if I'm not late and it's the first one? if so how high of interest is legal?

The amount of interest should be stated in the admission documents. Read them. If no interest is agreed to in the documents, and if there is no public and clear posting of interest rates which will be charge, you do not owe it.
