Illegal consumption by a minor/Arrest
Why does a class b misdemeanor from illegal consumption of alcohol by a minor show up as an arrest on a background check in the state of Utah if no arrest (Handcuffs, restraints) was made?

An "arrest" may show on the record when charges are brought, and it is a broader definition that "cuffs and jail." Juveniles rarely get arrested, as they are often released to parents, etc.
