Legal Question in Criminal Law in Utah

a year and a half ago a seventeen year old opened my car door and ripped it back several times snapping the hinges and bending the door into the front fender. police where notified and i never herd anything for months then i got a phone call asking how much it was to fix my car so i could be reimbursed but i hadnt fixed it yet. the door still closes but i have to roll down the window stick my arm out lift and close it. i was told to get an estimate and turn it in. i did so the following day. once again i wasnt contacted for a long time. we made many phone calls but no one seemed to know what was happeneing with my case. six months ago he was finanly charged and told to pay 1200 dollars to fix it, it went through juvenil court. he was 18 when he was told to pay. he had 6 months to pay and i still havent gotten a check. his parol officer has said he cant keep a job due to the economy so he cant pay. my family doesnt have a lot of money and we cant afford to fix it. i want to eventually sell it but no one is going to want to buy it. summer isnt so bad but during the winter i get covered in snow everytime i get in and close my door. for the first month i had to climbe through my window or go through the passenger door but i was eventually able to bend the fender so the door would open more. is there anyway i can get more money because it has taken so long? shouldnt his parent be somewhat responsible because he was 17 when it happened?

You can always sue the 17 year old and the parents in small claims court.
