If I was determined sober at the scene of an accident, can the police form an investigation and come back and blood test me weeks later, leading to a change in verdict?

They've lost their opportunity to blood test you. A blood test weeks later won't show whether or to what extent you may have had any substances in your system at the time of the accident, so I don't think you have anything to worry about.
