Yes, an officer can pull someone over if they have reasonable suspicion that a driver of a vehicle is intoxicated or under the influence. This can include driving too slowly, or slightly weaving within a lane which, while not illegal and not a traffic offense, can lead an officer to believe that the driver of the vehicle may be impaired.
