can you get pulled over because someone suspected you is under the influence of somthing but wasnt sure. without committing any driving offenses

Yes, an officer can pull someone over if they have reasonable suspicion that a driver of a vehicle is intoxicated or under the influence. This can include driving too slowly, or slightly weaving within a lane which, while not illegal and not a traffic offense, can lead an officer to believe that the driver of the vehicle may be impaired.
