retaining tuition for medically-excused absences

I am a 28 year old, single mom and am a survivor of colon cancer treated with surgery, chemo and radiation less than 5 years ago. I enrolled in a Cosmetology program in 4/08 and was granted Federal Pell grants and Stafford Loans payable to my program. During the past year I have had LEGITIMATE, medically-excused absences from my training. My legal question for you involves the director/owner of the program who is withholding my essentially unused tuition monies in order to offset the ''charges'' for my absences. In addition, she will not release my transcript for future education as I still ''owe'' her (beyond what my federal aid) for my (excused) absences. Is this legal? Any advice?

Is there anything in writing, possibly on the school's website or in the documents you signed when you enrolled, that address how absences are to be treated? HOw much money are we talking about? It may be a simple matter to sue in small claims court.
