Legal Question in Family Law in Utah

adoption

My son Wants to adopt his stepson. They have a paper that the biological father signed to sign away his rights. Now the biological father is causing problems and he wants to have the adoption done so he will not have any problems. My son and his wife do not know where to start or what is required to do an official adpotion, what do we need to do and is there a lawyer that is local that will help them and not cost alot. Thanks
