What age in Utah does the child have to be able to choose to be adoped by a step father without the permission of the biological father?

It is usually not the choice of the child, rather the parent and step parent make the application to the court. If they have permission of the natural parent things go fast and easy. If the natural parent objects then the petitioners must get the natural parent's rights terminated. Termination is relatively easy if the natural parent has abandoned the child - meaning no contact for 6 months or more.
