My boyfriend is in jail and is wanting to file for joint custody of his son he and his ex had a verbal agreement on child suppoert and visitation he followed through on his part until he was recently arressted but she would never let him see his son is there anything he can do

When he gets out of jail, he needs to hire an attorney and file a paternity petition with the court to formally establish his rights. Verbal agreements with his ex are not enforceable and until he gets a court order he will be at her mercy.
