Legal Question in Family Law in Utah

my brother is divorced and has 3 kids but they are currently with their mother living in another state. Their mother is not taking good care of them. I have seen it with my own eyes. He works 18 hour days and isnt able to take them. What can he do? Can the grandparents or Aunt and Uncle take them?
