Legal Question in Family Law in Utah

Is it against Utah law for a significent other to alter the appearance of children while visiting the non custodial parent. My two boys ages 6 and 2 came back to me from a supervised visit with their dad with all of their hair cut off. When i asked my son who did this he informed me that his dad's live in girlfriend cut their hair off.

It is not "against the law" but highly inappropriate. The supervisor of the visit should have attempted to intervene.
