child support laws

I have not seen or heard from my exhusband in a year and a half; he owes over $20,000 dollars in child support. My husband now wants to adopt my children; how do i go about this. My exhusband will not contact me or sign anything because he does not want to be arrested on a warrant when we go to court. So he won't even listen or return calls. What do I do.

You have two issues. One is collection from your ex. If you avail yourself of the Office of Recovery Services, they will collect for you from your ex. Two is the step parent adoption by your current husband. If he wants to adopt your children, he needs to file a petition. If your ex refuses to respond, the adoption goes forward without his participation.
