closing, then opening case

After closing a child support/custody court order in the state of California, can I open a brand new case in the state of Utah or any other state?

If sufficient time has passed you might be able to open a case here. The Uniform Child Custody and Jurisdiction Act, which applies in Utah and California grants jurisdiction to child custody and support cases in the state where the child has lived for the last 6 months. There are exceptions, but if the child(ren) has/have lived in Utah for 6 months or more you can probably get jurisdiction here. Note that the Utah court will consider carefully what happened in California. Also note that most courts will not review child support orders which are less than 12 months old.
