my daughter is a single mom and has never been married.

the father of the child has been in jail 3 times since just before she was born. He is not listed on the birth certificate. He has never paid child support, but he has set up an account in case he ever gets a job when he is out of jail. His first arrest was a rape charge, but he pled guilty to a lesser charge. My daughter does not want him to see the baby(18 month old) because she fears he will take her to get back at my daughter for not seeing him anymore. Can she deny him visitation?

Yes. Until he proves paternity and petitions for visitation rights and gets an order of paternity and visitation, she can deny visitation. She may want to get a protective order against him as it appears he represents danger to her and the child.
