Debt Responsibility of Spouse

Have a situation where spouse(father) has voluntarily chosen not to seek employment for the last 3-years. His child-support of previous marriage, CC, other debts are being paid by wife. Is the wife responsible for the said husband's debts? Is there legal recourse to ''re-place'' responsibility of debts to the husband as it should be?

Debts cannot be transferred from one party to another, without the consent of the second party.
