divorce decree non-compliance

my divorce decree ordered my ex to prepare, sign and deliver a quit claim deed to me. he is not giving it to me and my new refinancing is ready to fall through. i assume the only way to force him to comply with the decree is to go back to court? is he going to be held responsible for the court costs? and for the financial damage i'm caused when my refinancing falls through?

You can file and order to show cause in court why he is not held in contempt, and ask for court costs, attorney fees, and damages.
