My divorce was final in sept 2009. My ex husband has not paid according to our agreement and has ruined my financial situation. What can I do?

You will need to file a motion for order to show cause to take him back to court to enforce the orders and to have him held in contempt of court.

Take him back to court for contempt. Unless he has a very good reason he will have to pay or eventually face jail time.
