Can a eighteen year old girl leave her parents house and bring her little brother but she's moving out of state with her boyfriend and the reason she is doing this is because it's not a good environment for both sohher boyfriend asked her to move out with him?

The 18 year old can do as she pleases as she is an adult. However, she has no legal right to remove another child. If the child is in danger or risk of danger call Child Protective Services. It might be wise for the 18 year old to consider remaining nearby to act as a support for the younger child, and possibly be available to get temporary legal custody of the child if Protective Services removes the child from the present home. You would not get custody out of state.
