Ending parental rights

I am divorced with a four year old child. I have full custody but my ex has visitation. He has not seen her for a year, nor paid any child support that was court ordered. He has been in jail for a second time and has admitted to being on meth again. He wants to now see her. He says he may sign a paper to waive his rights. First, do I have to let him see her; and second, can I have him sign such a document to legally end his rights. I am engaged to be married and my fiance would like to adopt her.

He has legally abandoned her and his rights could be terminated without his consent. However, it is much easier if he will waive his parental rights. Good luck.
