How do I enforce payment described in a divorce decree?

Divorce granted three months ago. Divorce decree states all debts were resolved. Fed/State tax refund to be equally distributed. Spouse rec'd refund $ three months ago. Refuses to pay on the grounds that I owe him addt'l attorney's fees, an alarm system, cost of tax software and tax prep costs (he submitted the tax forms for joint taxes along with his other two businesses). He has a very deep pocket...I do not...I need the money...he does not...he just doesn't want to give me a nickle. Suggestions?

Tell him to pay or you will file for an order to show cause why he should not be held in contempt of court. If he does not pay, file.
