I live in New Jersey. I have a daughter that was placed into foster care in Utah 10 years ago and she was adopted by the foster family. I lost all parental rights at that time. Recently, my daughter ran away from that home and has made contact with me. She wants me to see if I can adopt her or get her back due to the alleged molestation by her adopted father. She is currently staying with her boyfriend in Utah and wants me to try to get her back because she does not want to go back to the home she was living in, can I do that?

I would suggest that you seek the advice of a Utah attorney immediately. You can ask for custody in New Jersey
based the molestation and the best interest of the child, assuming that what she says is true.
