Legal Question in Family Law in Utah

Our family is taking a cruise to Mexico. My sister in law has primary custody of her son, the father sees the son as much as possoble according to their visitaiton arrangment. Can she take a minor out of the country without written permission from the father? Is that considered kidnapping? They live in different states. The father lives in Utah where the custody agrement was files and the mother lives in Illinois. The cruise is leaving out of Texas. Please help. Thank you.

It would be appropriate for mom to notify father and get his permission. The children may need passports which will require his approval.
