If the father does not pay the child support can they be denied visits from the children?

No, a father's right to parent time is not conditioned on whether he's current in the payment of child support. In fact, a denial or refusal on the mother's part to permit parent time could result in her being held in contempt if court.

No. Child support is separate from visitation rights. IF the support is not being paid have ORS collect or file and order to show cause why the father should not be held in contempt of court for failure to pay.
