My fiance is in a proctor home in quality youth program of the state, her mom still has legal rights, will her mom get in trouble if she sighns for us to get married?

This is a decision that should be made with the advice of parents and counselors who have all of the facts. Getting married at an early age is never a good idea. The human mind does not quit maturing until about age 25. Getting married early inhibits the normal development of the brain and emotions. This is one reason that young marriages do not work out. There are other problems as well - including finances. You should go slowly with this decision and get quality advice.
